The leader of the free world asks his friend, Jack Moses, to do him a big favor. President Larry Snyder wants the private detective to look into the rumors suggesting rogue Pentagon officials have commissioned the leading marine bioengineering firm, BioMar, to covertly develop military weapons. Living and breathing weapons designed to conquer the world's oceans and battlefields.

Little did Jack realize he would team up with a female version of himself, Mac Morrison, and his life would begin changing in ways he never expected. Together, they encounter bioengineered predators on their flight to the South Pacific, where BioMar's headquarters is located. After grappling with unimaginable creations, they must deal with a hulking sea serpent/dragon, so savage that it and its clones would easily rule the seas.
