An effective church is active in its community. It responds to needs, especially when that need comes suddenly. And there is no area of mission action that requires more rapid response than a time of disaster. The disaster often comes unexpectedly, as does the opportunity for immediate ministry, to provide relief of victims in disasters through the efficient and immediate action. Serving those whose lives have been disrupted is the very act that Jesus commanded in the parable of the Good Samaritan (Luke 10:25-37). Unfortunately, if we are unprepared when disaster strikes and delay action, the opportunities may pass with the urgent need.
The goal of this manual is to help the church and its Disaster Response team members develop plans and protocols to assist our church in responding to the community following a disaster. This handbook is a collection of best practices and suggestions for what to do in case of a natural or man-made disaster. It was written to help in a crisis, when most people like to have a manual of what to do next. It describes the various kinds of responses others have used to meet areas of need during disaster. When people are in shelters, they can't cook, so some prepare meals. When the house is flooded, they need help getting the muck and damaged furnishings out, and help in rebuilding. When the tree falls down, who will help cut it up safely and haul it to the curb? Who will watch the kids while we spend hours filling out insurance claim papers? And where can they get the first hot shower in a week? The purpose of this book is to facilitate rapid and effective response to disasters as they occur. In doing this, we become doers of the Word, and earn for ourselves the right to be heard when they ask the reason for why we do what we do.
There are a number of decisions which will need to be made by the leadership of a church that chooses to provide Disaster Relief efforts This book also provides the rationale, the options and the templates for actions that the Disaster Response Team can use to begin the response to local, regional, national and international events. It is clear that every situation is unique, with variances each time. The key activity of this plan is preparedness for the range of deliberate and critical tasks and activities necessary to build, sustain, and improve the operational capability to prevent, protect against, respond to, and recover from incidents. Preparedness is a continuous process involving efforts at all levels of ministry support and between government and private-sector and nongovernmental organizations to identify threats, determine vulnerabilities, and identify required resources.
